| Articulation Summits Held at Temple College |

The Central Texas Tech Prep Consortium hosted Articulation Summit workshops on the campus of Temple College April 1 and 8, 2005. More than 36 high school and college faculty met to explore the possibilities of local articulation agreements for the following career and technology programs: Early Childhood Professions/Child Development; Business/Business Management; Computer Science/Computer Information Systems; Criminal Justice; Drafting & Design/Computer Aided Design; Electronics Technology.
Representing Temple College were Hal Ward, Cyndie Davis, Patrick Clune, Craig Collins, Lesley Keeling-Olson, and Dr. Gary Coutu. Robert Grazinski, Jonathan Cella, Gordon Bacon, Herbert Maglietta and Mark Winans represented Central Texas College.
About thirty school district faculty and administrators attended the workshops representing Milano ISD, Shoemaker High School, Cameron High School, Killeen ISD, Temple ISD, Lometa ISD, Mullin ISD, Copperas Cove High School, Academy ISD, Elgin ISD, Lampasas ISD, Salado ISD and Marble Falls High School.
The results of this collaboration between college and high school faculty will insure a seamless transition from high school to college and that students who successfully participate can articulate from one to three courses of college work while they are still in high school.

Seamless Transitions State Conference Highlights
“Partnering for Student Success” was the theme of the Seamless Transitions State Conference held recently at the Austin Convention Center. Reflecting the “partnership” theme, Commissioner of Higher Education, Dr. Raymund Paredes, and Commissioner of Education, Dr. Shirley Neeley, gave a joint presentation at the Opening General Session.
Over 70 Interest Sessions were offered during the conference including two from the Central Texas area:
Representatives from Killeen ISD and Killeen Fire Department presented a session on the Killeen ISD Fire Academy. Ellison High School senior Cameron Knutson, a Firefighter II cadet, and Harker Heights High School junior Amanda Baum, Firefighter I cadet, demonstrated training skills during the session and discussed qualities and skills learned at the Fire Academy. Kim Kuklies, R.N., EMT Instructor, Killeen ISD, described the collaboration with the Health Science Technology Emergency Medical Technician (EMT) class. Laurel Blair, CTE Curriculum Director for Killeen ISD and Lt. Randy Pearson, Training Officer for the Killeen Fire Department, discussed how the partnership between the school district and fire department was established and the challenges and benefits of the program.
Dr. Martha Francis, Director, Perkins/Tech Prep Assessment & Evaluation discussed how Tech Prep is working in Texas at a special interest session titled “College Tech Prep Works – 2005”. She gave an in-depth discussion of current data including Tech Prep enrollments, demographics, and graduation rates compared to non-Tech Prep students. Dr. S. Chuck McCarter, Executive Director of the Central Texas Tech Prep Consortium, presented the “best practice” Tech Prep Ambassador program during the session. Temple College is the fiscal agent for both the Consortium grant and Assessment and Evaluation grant.
Central Texas Tech Prep Consortium sponsored over 30 teachers to attend ATC professional development at the conference and sponsored several CATE administrators/counselors to attend the conference.

Perkins Update
The following information is from a presentation given last week by Rob Franks (Texas Higher Education Coordinating Board) at the Seamless Transitions State Conference:
Perkins III was authorized in October 1998. There is no sunset on federal Acts unless specifically entered into the bill. Perkins III was authorized for five years; however, it is now in year six and the plan is filed for year seven (through August 31, 2006).
Perkins IV – The Senate has unanimously passed S 250 and the House has a similar bill that should go for full House vote after the Easter break (HR 366). At that point, a Joint Committee will work out bill differences. Once differences are resolved, both chambers will vote again. Then the bill will go to the President for signing. A final bill is anticipated as early as May. The new bill would go into effect September 1, 2006.

Substitute reimbursement up to $50 will be provided for teachers attending. CATE directors, counselors and administrators are welcome to attend, too. March 28-30, 2005 - Seamless Transitions State Conference and ATC Training Professional Development for the ATC (Advanced Technical Credit) Program will be available at the Seamless Transitions State Conference March 28 – 29, 2005, at the Austin Convention Center. Central Texas Tech Prep Consortium will reimburse up to $300 for area CATE faculty to attend the training/conference. Call 254-298-8482 for details. May 3, 2005 - Counselors’ Network Workshop – Commitment Language and Designing 4- & 6- Year Graduation Plans
Heart of Texas Tech Prep Consortium and Central Texas Tech Prep Consortium will host a Counselors’ Network Workshop at the TSTC Food Service Building ballroom in Waco. The workshop is scheduled from 9:00 AM until 3:00 PM and will include a working lunch. Registration will be through Region 12 ESC. LPC credit will be available. No fee! Flyers for the event will be mailed next week.

Friday, April 8, 2005 – 9:00 AM Business Computer Science/Computer Information Systems CAD/Drafting Criminal Justice
All meetings will be in the Community Room of One College Centre. Colleges participating include Central Texas College and Temple College.
